Recruiting is not the problem. Most of the kids that sign can play. It's developing the kids, or lack of development that is part of the problem. Most freshman will be redshirted and will spend his entire first year running on the scout team. He's not be getting any coaching because his position coaches are on the opposite field working with the starters. Then his redshirt freshman and sophomore years he stands on the sidelines watching the coaches teach the juco transfers and fifth year seniors the schemes and plays. Then in his junior year he's expected to get on the field and contribute. By then he has usually lost interest and is so far behind in development that he can't play successfully at this level. Bigger colleges have much bigger coaching staffs and work everyday teaching and developing their young players. This trend of bringing in juco transfers and fifth year seniors stunts the growth of the recruits. It's a lazy way for coaches to put on a band aid on a cut. I'm not saying that it isn't needed at times, but development of the young players can't be sacrificed if you are going to have a winning program.
